ISOBEL GARNER - ISOTORO

Isotoro was set up as a vehicle to allow individuals and organisations to access support to help improve their performance or to help them generate new ideas.

Isobel has had a varied career in industry, the private sector and for the last 15 years, the public sector. She has been operating with Board level accountability for almost 20 years.

Her early career was as a civil engineer working for both engineering consultants and major contractors. Her experience covered water, oil, buildings and power plants. She then gained experience in the nuclear industry and became a Chartered Engineer through her expertise in Project Management. A move to a specialised science and engineering consultancy as Business Manager developed her marketing, sales and commercial experience and she rapidly built a profitable sales platform within the construction and property sectors.

In 1996 Isobel moved into Local Government at Bristol City Council. Starting with responsibility for all the Engineering functions;Energy, carbon reduction, trading standards and community development were all added to her portfolio whilst at Bristol.

In 2000 she was appointed Director at Oxford City Council with a remit that included Planning, Engineering, Environmental Health, Licensing and the Direct Labour Organisation. Driving the organisation through a period of rapid change that necessitated a 25% revenue reduction across the Council and a rapid turnaround of the planning service, Isobel recognised that effective people leadership was the key to successful public services.

In 2003 she became Wrexham County Borough Council Chief Executive. A Welsh Unitary Authority with a turnover of over £330m and 6500 staff. As a result of her leadership over 8 years the Council gained a reputation for a success and innovation whilst operating within a strong corporate governance framework. Isobel’s ability to create a culture of openness and calculated risk taking was instrumental in delivering the priorities set by the political leadership.

Her leadership style is personal; she inspires and engages those around her by connecting with them on a human level which encourages them to greater self-understanding and then motivates them into taking on demanding challenges for their organisations.

She has now turned her attention to adding value as a Non-Executive Director, Mentor and by providing bespoke services to organisations committed to improving Public Services.
